[[html]]<img src="" width="373" /><br><br>WASHINGTONThe Defense Department says it is flying 17 aircraft from California to New York loaded with power generation equipment and crews to help restore power to the millions of homes and businesses devastated by Hurricane Sandy. The airlift is one part of several efforts the Pentagon says it is making to support Sandy relief efforts.<br><br>The Pentagon says the utility equipment is being provided by southern California power companies, including Con Edison and Pacific Gas and Electric Co.<br><br>The equipment includes 10 double bucket trucks, nearly 20 pick-up trucks, and a number of other trucks and equipment, as well as a mobile command center. It will arrive at the air guard base at Stewart International Airport Thursday afternoon.<br><br>The Air Force said the passengers and cargo includes a total of 632 short tons of equipment and supplies — with 69 vehicles belonging to the Southern California Edison utility company. <br><br>In addition to the airlift, below is a list of other efforts the Pentagon says it is making in the wake of superstorm Sandy.<br><br><img style="float:left;margin:10px;border:none;" src="" width="318" /><br><br>The USS Wasp is due to arrive in New York City Thursday and the USS San Antonio and the USS Carter Hall will arrive on November 2. Once in place, these vessels will be prepared to support potential Defense Support of Civil Authorities (DSCA) missions. They will also be available to provide refueling and command and control of DoD helicopter support missions in the area. Assets included with these ships include 6 MH-60S rotary wing aircraft with rescue swimmers; 4 MH-53E heavy lift helicopters.The DoD continues to support the water pumping mission and is currently moving 120 high-flow water pumps with more than 400 qualified personnel to New York and New Jersey. DoD elements are also performing an assessment of the Hoboken terminal alongside local, state, and Federal civilian partners.On Wednesday, the Secretary of Defense approved the use of National Defense Reserve Fleet vessels for first responder lodging in New York and New Jersey. Three ships, the TS Empire State, TS Kennedy, and FV Wright are assigned to this mission and will be moved to support lodging as requested by FEMA. The TS Empire State is currently in N.Y. and was used Wednesday night to shelter on-site first responders.At the request of FEMA, DoD continues to provide Westover-Massachusetts, McGuire-Dix Lakehurst-New Jersey, Dover-Delaware, and a Federal Staging Area at Fort Devens-Massachusetts as Incident Support Bases and Base Support Installations.Eight active duty helicopters are in place at Hanscom AFB, Mass., to support search and rescue and logistics missions.The following forces are prepared to deploy within 24 hours in response to anticipated FEMA requests to respond the effects of Hurricane Sandy: 14 helicopters are available for awareness and assessment and search and rescue; approximately 8 heavy lift aircraft are available for potential evacuations; Engineer unit and logistical support units are also available for supporting response.U.S. Transportation Command completed the transport of 120 medical professionals into the affected areas Wednesday. [[html]]There may be some disappointed consultants out there who had greatexpectations about the amount of money that companies would be willingto pay for their "expert" opinion on how to handle their partscleaning replacement for ozone-depleting solvents (ODS).<br><br>Equally disappointed must be the number of sheet metal tubmakers who&#13;thought that parts cleaning was simply the matter of providing another&#13;tub, a heated sump, and some parts handling capability.&#13;&#13;<br><br>Requirements for parts cleaning today is, however, a more complicated&#13;affair. The challenge to metalworking manufacturer end users and&#13;equipment and chemistry suppliers has been providing cost effective ways&#13;to handle everything from job shop quantities of prismatic parts to high&#13;production volumes of components of every kind and material.&#13;&#13;<br><br><img style="float:right;margin:10px;border:none;" src="" width="332" /><br><br>In the process, parts cleaning suppliers, in a very real sense, have&#13;become the best source of "consulting" information on the&#13;capability of parts cleaning processes, their own, and, probably they&#13;believe, on those of others. Their experience with a variety of&#13;precision parts cleaning problems - everything from metal and composite&#13;parts and components, to highly sensitive and difficult-to-clean&#13;electronics materials and substrates, lets them create a library of&#13;solutions.&#13;&#13;<br><br>When it gets right down to it, however, even the thorniest parts&#13;cleaning problems still depend on the end user's ability to&#13;establish a standard of cleanliness and dryness and communicate that to&#13;the supplier. Just how clean is clean and just how dry is dry? Are rust&#13;inhibiting protective coatings needed? What is the next step in the&#13;manufacturing process? Does the part need protection as it goes to the&#13;end user?&#13;&#13;<br><br>What to look for<br><br>Reputable parts cleaning equipment and chemistry suppliers are&#13;concerned about just how well they meet their customers parts cleaning&#13;needs. You can and should expect suppliers of parts cleaning systems to&#13;"guarantee" the results of their systems. That means working&#13;together to establish the parameters of cleanliness and dryness,&#13;selecting the right combination of equipment, chemistry, and mechanical&#13;assist if needed, and performing the necessary systems run-off in the&#13;user's plant.&#13;&#13;<br><br>Reputable suppliers of equipment are pretty candid about the cost of&#13;their parts cleaning systems and savvy about the costs of plant&#13;engineering, operation, and maintenance required for systems. If you&#13;need a consultant to tell you to be wary of hidden installation,&#13;operating, utility, and labor costs, you probably need them for other&#13;aspects of your business, too.&#13;&#13;<br><br>Suppliers know what their cleaning systems can and can't do and&#13;the appropriateness of their technology to the parts cleaning task at&#13;hand. They don't need one more horror story about a parts cleaning&#13;system that had to be replaced because it couldn't perform&#13;adequately.&#13;&#13;<br><br>Reputable suppliers of equipment and fluid chemistries are&#13;knowledgeable about the impact of regulations on the parts cleaning&#13;process. They know that today the impact of US Environmental Protection&#13;Agency regulations begins before cleaning, extends through the cleaning&#13;cycle, and affects the post-cleaning filtering, recycling, and disposal&#13;of fluids used in the processes.&#13;&#13;<br><br>Here's how&#13;&#13;<br><br><img style="float:right;margin:10px;border:none;" src="" width="268" /><br><br><object width="400" height="241"><param name="movie" value=""></param><param name="allowFullScreen" value="true"></param><param name="allowscriptaccess" value="always"></param><embed src="" type="application/x-shockwave-flash" allowscriptaccess="always" allowfullscreen="true" width="400" height="241"></embed></object><br><br>The necessity to make choices in parts cleaning systems, of course,&#13;traces back to the EPA's ban on the manufacture of ODS solvents,&#13;1,1,1-trichloroethane and CFC-113, after Jan 1, 1996, and heavily taxing&#13;its use until final phaseout on Jan 1, 2003.&#13;&#13;<br><br>The choices today are between aqueous systems with chemistry matched&#13;to the "dirt" and mechanical assist, if necessary, and tightly&#13;controlled vapor degreasing systems that use non-ozone depleting&#13;chlorinated solvents. Trichlor-ethylene, perchloroethylene, and&#13;methylene chloride are chlorinated solvents allowed under EPA National&#13;Emissions Standards for Hazardous Air Pollutants (NESHAP) guidelines in&#13;very low emission vapor degreasers. Other ODS substitutes are subject to&#13;EPA approval under its Significant New Alternatives Policy (SNAP).&#13;&#13;<br><br>What began as an EPA mandate to protect the ozone layer has given&#13;rise to other regulations under the revised Clean Air Act. Airborne&#13;emissions from these solvent-using systems must be controlled because&#13;the substances are potentially hazardous to people. Furthermore,&#13;post-cleaning fluid streams discharged into publicly owned water&#13;treatment (POWT) facilities that result from aqueous systems must also&#13;be cleaned up.&#13;&#13;<br><br>The most recent regulatory thrust is the EPA's Metal Products&#13;and Machinery (MP&amp;M) rule. Guidelines were published in April and&#13;sent out for comment regarding the discharge of effluent to POWTs. New&#13;indirect and all direct discharges at any flow rate will be covered, and&#13;enforced within three years of publishing its final guidelines sometime&#13;next year. Companies with existing indirect discharges less than 1&#13;million gallons per year (about 4000 gallons per day) are grandfathered&#13;and exempt.&#13;&#13;<br><br>Current proposed guidelines cover facilities that make finished metal&#13;parts or machines in the aircraft and aerospace, electronic equipment,&#13;hardware, ordnance, and industrial equipment. Additional guidelines will&#13;be published to include bus and truck, office machines, household&#13;appliances, railroad instruments, motor vehicles, and marine industries.&#13;&#13;<br><br>How cleaning works&#13;&#13;<br><br>Simply said, gone are the days of vapor degreasers that consisted of&#13;a tub and heated sump with no concern about emitted vapors. A multitude&#13;of choices of chemistry, mechanical agitation, spraying, emersing,&#13;evacuating, heating, conveying, and inspecting that are as individual as&#13;the parts and materials to be cleaned. Processes are tailored to the&#13;volume and size of ports and components, and to the production&#13;requirements of the user.&#13;&#13;<br><br>Aqueous cleaning systems attack the material substrate and the dirt&#13;or contaminant's ability to adhere to it, hence the interest in&#13;anything that breaks the bond between surface and dirt. Mechanical&#13;assists such as ultrasonic, agitation, oscillation, rotation, or high&#13;pressure spraying may be necessary for hard-to-remove contaminants&#13;and/or complexly configured parts. Drying is especially critical as all&#13;water must be removed, spotting avoided, and rust inhibited on ferrous&#13;parts. Finally, wastewater streams must be filtered and cleaned prior to&#13;discharge.&#13;&#13;<br><br>Solvent systems that attack organic dirt or contaminants, removing&#13;them as part of the solvent stream, are especially suited for high&#13;volume production applications or for batch-type cleaning of high value&#13;products of medical, electrical, stamping, lighting, and ornamental&#13;manufacturers, explains William Citron, REM Sales Inc, East Granby, CT.&#13;&#13;<br><br>One caveat: manufacturers will have to demonstrate to the EPA that&#13;they are in fact, in compliance regarding emissions control from their&#13;parts cleaning systems, which involves some combination of eliminating&#13;EPA-mandated controls and documenting it weekly or monthly.&#13;&#13;<br><br>REM's PERO low emission enclosed vapor degreasing system is&#13;based on technology developed to more stringent German emission control&#13;standards. The PERO system emits about 1% of the EPA-allowed standard.&#13;It is available with baskets up to 33[inches] x 33[inches] x 20[inches]&#13;with capacities ranging up to 300 kg (660 lb) and does not require&#13;separate carbon filtration in line with the cleaning system.&#13;&#13;<br><br>High production&#13;&#13;<br><br>The automotive parts industry is a good example of high production&#13;parts cleaning that has benefited from a combination of assists to&#13;maximize aqueous cleaning systems. According to Jim Booker, Stoelting&#13;Inc's high production equipment moves parts through conveyerized or&#13;monorail systems from batch or tanks. "Today, compared with even&#13;two or three years ago, our systems treat wastewater, provide water&#13;deionizing capability for spot free drying, and custom wash and include&#13;rinse treatment," he says.&#13;&#13;<br><br>Stoelting's Omniforce equipment features high impact, pressure&#13;scrubbing spray (to blast oil and greases loose), heating options&#13;including electric, gas, or steam heat, in addition to high velocity,&#13;adjustable air knives for multi-stage drying.&#13;&#13;<br><br>Integrating parts cleaning into the manufacturing process is cited by&#13;James T McEachen, president, Hurricane Systems Inc, Jackson, MI, as one&#13;of the most important changes in the way metalworkers are looking at&#13;their parts cleaning choices. "There's good reason for this&#13;attitude. There's more focus on in-line, in-process parts cleaning&#13;which may go through the process several times before final&#13;assembly," he explains. Hurricane Systems takes final&#13;responsibility for the cleanliness and dryness of its parts cleaning&#13;systems and carefully tests parts to determine their cleanliness.&#13;&#13;<br><br>"We expect specifications to be more rigorously applied as&#13;real-time cleanliness testing and changes in drying technology becomes&#13;more important." Parent company Midbrook Industries has a big stake&#13;in the wastewater/recycling fluid management side of the post-cleaning&#13;business, offering equipment especially suited to handle volumes of 250&#13;to 1000 gallons per shift.&#13;&#13;<br><br>Aqueous systems can show considerable versatility when the system&#13;mixes and matches parts cleaning modules to the varying tasks at hand.&#13;For a screw machine maker specializing in ABS brake parts where&#13;cleanliness levels are of critical concern, a Surf/Tran-Hockh line of&#13;parts cleaning modules provided the answer for cleaning plated parts and&#13;ferrous parts, each with different temperature tolerances.&#13;&#13;<br><br>Ferrous parts, which tolerate heating to 180-190F, are handled in one&#13;module while plated parts, that only tolerate heating to 140F are&#13;cleaned in another module on the same parts cleaning the same parts&#13;cleaning line. By programming the cleaning cycles differently, it is&#13;possible to skip or add tanks as needed, for example to add rust&#13;inhibitors for ferrous parts.&#13;&#13;<br><br>In the Surf/Tran-Hockh system, washing is done in a sealed chamber.&#13;The process chamber is separate from the reservoirs for the media, which&#13;is passed through a rough and fine filter when emptying the process&#13;chamber, and a fine filter on filling it. Media is brought to the parts&#13;which are loaded either in bulk or fixtured to minimize part transfer&#13;and liquid carry-off. The only discharge is the dirt and oil which is&#13;removed <a href="">Cleaning Equipment </a> by gravity skimming or distilling. According to Howard Stromberg, CEO, Master Sonics Corp,&#13;Southington, CT, a common difference between the large and small&#13;industrial user of ultrasonic cleaning technology is that the larger&#13;user frequently has a specific and repetitious application, while the&#13;small user rarely does.&#13;&#13;<br><br>"This means that when a large company sets up a cleaning&#13;station, the parameters are usually known and controlled. The parts&#13;being cleaned and their contaminants don't change. The cleaning&#13;methodology is proven and consistent, and a tested detergent solution is&#13;used. In order for ultrasonic cleaning to work properly, the smaller&#13;user must reestablish the working variables with each new job. If any&#13;one of these variables is not properly determined (the cleaning&#13;solution, solution temperature, cycle duration etc.), poor cleaning - or&#13;no cleaning at all - may result."&#13;&#13;<br><br>Historically, according to Mr Stromberg, ultrasonic cleaning has been&#13;recognized as particularly suitable to difficult, complex, and critical&#13;cleaning applications. Typical applications include removed of tightly&#13;adhered or embedded particles from solid surfaces; removal of fine&#13;particles from powder metallurgy parts; cleaning small precision parts;&#13;cleaning parts made of precious metals; precision cleaning of complexly&#13;configured parts; and parts cleaning for hermetically seeded units.&#13;&#13;<br><br>For small manufacturing companies, Master Sonics offers a ten-gallon&#13;DHA-1000 and five and one-half gallon B8210 units. [[html]]&#13;Tennant ec-H2O No Better Than Tap WaterConfirmed by Additional &#13; Independent Testing Commissioned by Nilfisk-Advance&#13;<br><br>&#13; Nilfisk-Advance, one of the worlds leading manufacturers of &#13; professional floor cleaning equipment, today announced additional &#13; independent test results of ec-H2O (electrically-activated water used in &#13; professional floor scrubbers). The new testing measured the performance &#13; of ec-H2O relative to tap water to reduce ATP (adenosine triphosphate), &#13; the presence of which indicates the degree of surface cleanliness. The &#13; testing shows that a floor scrubber using ec-H2O reduced ATP to the same &#13; level as plain tap water.&#13; <br><br>&#13; Nilfisk-Advance retained an independent and internationally-accredited &#13; lab to measure the performance of a Tennant scrubber: 1) using ec-H2O; &#13; and 2) using plain tap water. The lab found that the floor scrubber &#13; using ec-H2O reduced ATP to the same level as when the same scrubber &#13; cleaned using only plain tap water.
